Noticed recently that pump and dump spam was using text from some weather advisory.
The IP address I got it from was 67.199.231.212 (no information available on this IP address) and then relayed to 24.150.209.12 the address of which is Stoney Creek, Ontario, Canada. The address matches the weather advisory. Perhaps this content was cached on the computer.
